Cut through there and into the container to its left to find this Spartan Core. There’s an open container there with some guns and ammo inside. Stand facing the grav lift, and look to the right. The first Spartan Core in the Tower is on the ground near the grav lift - it’ll be easier to find it once the area is cleared out and the grav lift is active.
